- Under the Rule 25 (v) (a), and also in accordance with the doctrine of equal pay for equal work, the employees on outsourcing are entitled to a weekly holiday with wages, 8 national and festival holidays with wages and leave with wages @ one day for every 20 days work performed during the calendar year.
- But the Government vide the above instructions allowed to the employees on outsourcing, casual leave with wages for 15 days a year
- and maternity leave of 120 days without wages to the women employees.
- The same as now AP Government modification of the existing guidelines, hereby order that married women employees working on outsourcing or on contract basis shall be eligible for 60 (Sixty) days of paid Maternity Leave for the first two deliveries.
- This condition is relaxed in cases of employees having less than two surviving children vide GO 53 G.O.MS.No. 53 Dated: 01-05-2018
AP TS Outsourcing Employees Salary Deductions:-
Only employees contribution towards EPF and ESI and profession tax are allowed to be deducted and the outsourcing agency shall produce a certificate showing remittance of EPF and ESI contribution at the time of submitting bill for the following month and any deviation shall result in stringent action including termination of outsourcing agency duly protecting the interest of outsourcing persons
Ex: Basic Salary + Agency Commission @ 4% + Employer contribution towards EPF share -13.15%, + ESI-4.75% + CGST @ 9%, + SGST @ 9% = Total Salary

O R D E R:
- As per the existing guidelines on outsourcing and contract employment issued in the references first and second read above, women employees are eligible for 120 days maternity leave without paying remuneration for the said period.
- The President, APNGOs Association in the reference third read above, brought to the notice of the Government that the unpaid period of maternity leave is adding more sufferings to the existing troubles of the women employees who are working on outsourcing and contract basis. The APNGOs Association has requested the government to consider for grant of at least 60(Sixty) days of paid Maternity Leave for two deliveries in respect of the above women employees.
- After careful examination of the matter and taking into view the health of the child and also the mother, the Government, in partial modification of the existing guidelines, hereby order that married women employees working on outsourcing or on contract basis shall be eligible for 60 (Sixty) days of paid Maternity Leave for the first two deliveries. This condition is relaxed in cases of
employees having less than two surviving children. The paid maternity leave shall be equivalent to the existing remuneration drawn by the above women employees. The statutory benefits such as EPF and ESI and other recoveries wherever admissible shall also be admissible by treating them as On Duty.
- The orders come into force with immediate effect and closed cases need not be reopened.
- The benefit of above 60 (Sixty) days of paid Maternity Leave is admissible to the women employees working on outsourcing basis and on contract basis.
All the Secretariat Departments, Heads of Departments, District Collectors shall take necessary action accordingly.
