Refusal to accept the joining report by the authorities

I was on medical leave for a period of one month and after that I have taken my joining report to submit to the authorities concerned, but they did not accepted my joining report till two months from then. And now they have suspended my three months salary and the annual increment despite my continous efforts. What shall I do? Kindly help me with the needful.
