Promotion to the post of Senior Assistant

As per Service Rules, the Junior Assistant should Pass the Department Tests i.e 146 & 148  to get promotion to post the of Senior Assistant

Accordingly, passed the said tests

In this regard, which of the following dates will be considered to promotion

1.Joining Date of Junior Assistant or

2.Date of  passing department tests.

Please clarify as per rules
